In 1995 the Department of Public Safety implemented a Sex Offender Registration Program. This law requires that persons convicted of an applicable sex offense shall register and be assessed prior to release from incarceration or upon community supervision placement. The Department of Corrections identifies upon admission all inmates with applicable sex offenses. As an enhancement to this program, a public notification risk assessment process was added. Before a sex offender leaves prison, the Department completes the registration and risk assessment process to ensure that inmates are properly registered with their local sheriff's office when they are released.
 
Civil Commitment Procedures (Iowa Code 229A) of sex offenders allow agencies of jurisdiction (Institution, Community Based Corrections, or Parole Board) to refer sexually violent predators to the Multi-Disciplinary Team (MDT) ninety days prior to release. Pursuant to Iowa Code 229A an offender who is judged by the Multi-Disciplinary Team to be a sexually violent predator shall be referred for prosecution to the Attorney General’s Office. The MDT is comprised of, but not limited to: clinical staff from the Department of Corrections, clinical staff from the Department of Human Services, law enforcement officer, victim advocate representatives. The Team will evaluate the offender against the following criteria. The team must conclude that the offender has a mental abnormality predisposing the person to commit sexually violent offenses. Such offenses must constitute a menace to the health and safety of others. The MDT must reach majority consensus prior to referring offenders to the Attorney General for prosecution.
 
The amount of time an offender spends in prison varies. With the exceptions of the 85% and life sentences, Iowa sentencing guidelines are indeterminate. Sentences are reduced by 1.2 days for each day of successful participation in program placement.
 
The Iowa Department of Corrections and the Iowa Board of Parole are separate agencies. The Iowa Board of Parole is the releasing authority over the inmate prior to the end of an inmates’ sentence.
